When Gordon Freeman starts the revolt, everyone in City 17 and possibly the entire world knew that it was time to fight. The rebellion started to tear down everything in City 17, which included the Breen screens, where Breen often made his public broadcast. What happens when the rebellion is about to tear down a screen, is the player can notice a flicker of sorts, which has the G-Man flicker on and off among the images of Breen.
