There will be a difference, big enough to take advantage of it no matter how low level the API already is.
There are still 8 cores and until DX12 is here only one of them can communicate at a time. And its more than just that.

You are the joke.
Some of us actually did our homework.

W10 is free for a year, its not a subscription or a trial version and it doesnt start sucking money from your account after the free year is over on July 29 2016.
W10 takes uses less power from the system and DX12 spreads the workload even and allows games and apps to be ported from PC to Xbox with relative ease.

It can also be used to make the UI faster and prettier.
Also stop logging out while posting just so you can like your own comments, its stupid we all know its you.

1. Wrong. Both AMD and Nvidia have software suites specifically configuring games so the user doesn't have to and even have additional options for downsampling and injecting Anti-Aliasing and other post processing.

2. Run a defrag per month and don't buy EA games.

3. $400 for a PC that beats the PS4. $600 will get you a PC that thrashes it. I see the $1500 peasant myth is prevalent (And the fact they always say $1500 reeks of organised shilling)

4. Online issues: Worse on PSN and Xbox Live because anyone can lag switch P2P servers while most PC games run on dedicated servers for the majority. It's easier to find a good game on PC than consoles and you don't have to pay for sub-par services with indie game rentals.

5. Profitability: Long Term sales have helped games through profit when they would have lost money thanks to overbloated and expensive console versions on top of indie sensations making money. Add in there are no licensing fees on PC and more pure profit for the companies and you have an environment where any publisher and developer can prosper.

Closed systems are a DRM scam and more and more companies are publishing on PC as they realize that PC gaming is the biggest rising gaming platform on the planet and the consoles are nothing but a money sink of bureaucracy. It's too bad for console shills like you that publishers are now realizing this and going for the option of freedom.

CDPR made more money off Witcher 3 sales on PC compared to the console versions.

Does that not speak volumes? Aren't the AAA devs the only ones truly beholden to corporate masters? The "no name" indie devs may be a mixture in terms of talent, but a lot of those guys will go on to be the future of the gaming industry, and the ideas they create are the ones being borrowed by the same AAA devs everyone seems to hold in such a high regard. This guy backed his statement up w/ some sound logic & a light history lesson, so its not like its totally unfounded. Obviously people should take any information they hear about an unavailable product w/ a grain of salt, regardless of whether they are hearing it from lowly no name indie devs or high & mighty well esteemed AAA devs. The AAA guys seem to be the ones w/ the history of throwing around the largest amounts of hyperbole anyway.

You'll still have to contend with problems gaming on PC:

1. Consistency: No two PC system will perform exactly the same. The amount of components out there and the associated drivers is a nightmare to configure and do it properly.

2. Software: So much system maintenance has to be performed or else the OS becomes slow and affects your gaming. Steam as a service isn't the only service and you now have EA refusing to put their games on Steam. Many other publishers are starting to think about hosting their own services. Talk about fragmentation!

3. Costs: To get the latest games running at their best with all the graphical bells and whistles turned on, you need to spend at least $1500! Then add in $300 every two years to continually keep the system upgraded or else you fall behind.

4. Online issues: On PC there are so MANY hacks and cheats that playing online becomes a lesson in frustration. The fact that the programming tools to create games are also available to anyone allows mischievous trolls to cook up their own code to develop and distribute tools for hacking and cheating. Then you have these trolls try to out compete each other for making up the best tools! The developers just can't keep up in protecting the game environment.

5. Profitability: Very few PC gamers are willing to pre-order or buy their games full price upon release. Instead most PC gamers opt to wait for bargin basement prices for Steam sales. This just means less profits for publishers. They just won't put in the effort to release top tier titles on PC. If they do they would delay it to ensure their investment is recouped on consoles and then later do a PC release.

A closed console system from Playstation or Xbox provides a viable all in one system to address these problems. It's too bad people don't realize this before it's too late.
