And another point here is that according to Spencer and his tweet they knew what dx12 was going to do when they were “building” the x1. 

Which isn’t surprising at all, but there is a very high probability that they used the knowledge regarding what dx12 will do and what it needs to and built the x1
around it. 

Of course the console had to be sold at a (somewhat) reasonable price so there were limits to what they could put into it (I do think it was released prematurely  tough), but none the less they had to make it “powerful” enough to last for those 10 years they initially claimed.

With the ps4 it’s quite the different situation. 

Sony unlike Microsoft doesn’t have an entire department working on APIs, let alone something on the level of dx12. 

Vulcan is still a 3rd party solution, so as much of a boost the ps4 could get, in the end the console wasn’t built around that API and what it could do - even looking at the cooling solutions (you mentioning OCing the console) you can notice that the ps4 and the x1 are quite different.]]></description>
