Two different racing games. Drive club has more going on it at the same time on a larger scale of environment. Forza has no night and daytime effects, no weather, no large racing tracks like Drive Club. If it does reach 60 FPS then it would be a large gap of technical marvels over Forza.

Now the PS4 is apparently a lot more powerful than the Xbox1, so there is no excuse for PS4 games like DriveClub not to run at 1080p and 60fps.
