If anything we should expect CPU bottlenecks on PC and console to occur in mostly the same areas.

You mention you tried a GTX980Ti thus implying a GPU bottleneck (hence why did it occur on console I guess?), but right before that say it’s a CPU issue so this comment is very confusing.
