Emulating a game that used the heavy customization of the Cell Processor on the PS4 would be difficult. It takes a powerful PC to run the PS3 emulator and the PS4 is probably never going to have that ability, though the PS4.5 might….

Xbox One emulating a more traditional 3 core processor (360) is much easier and im not surprised it worked.

There is no reason other than money that Sony wouldn’t make PS2 compatibility.
