The fact Greenberg also mentions Halo Wars 2 in the same sentence as both that game and Gears 4, it actually means that Microsoft’s definition of “console exclusive” just means it’s not coming to another console.
Greenberg is calling Windows and Xbox a single ecosystem for games.

All games that were previously announced as Xbox One exclusives will release on Windows PC too.
Microsoft as a company only sees Xbox One as a device which can access Xbox games now.
