Phil is wasting the Xbox budget again, this time on getting 3rd party publishers to support Play Anywhere, which up till now has been nothing but fail. Capcom is surely not taking a loss on these licensing fees. That extra pc license for the free Windows 10 version HAD to cost Microsoft SOMETHING. So much for that Scalebound budget. Money freed up.
