Xbox One is the only console choice for mods.

Its 50-PS4 to 128-XB1 now so the number of mods are growing on both sides. Its going slower on the PS4 since a lot of the mods on the PS4 have to be reconfigured to include the scripts which were previously external. XB1 will have more in the end but PS4 will end up with a healthy number. File size isn’t even an issue in most of the mods I browsed are between 50KB and 50MB.
