I highly doubt there will be any mods, at least not on Xbox. Epic Games tried to get M$ to do it with Unreal Tournament 3, but Microsoft never budged. PS3 did get UT3 mods though.

Plus, free mods directly conflict with paid DLC. Mods are bad for console business. There’s just no way around it. 🙁

I actually have the solution to the console mods issue. Instead of outright allowing mods to the game, leave it up to the developers and users to run a “Top Mods” system on the PC community side and people will pick which one they want on console the most. Then they can release the mods on console for free as DLC. Put it into a big bundle that users can select from, enable/disable and all that.

The security issue is solved because it will be Bethesda that publishes the DLC and it will be ran through Sony and Microsoft’s review process.
