No. You don&#039;t sign a license one day and go back in time and design the SoC into a product ! Sony already had the IP for Vita. 

This is for future SoC&#039;s - expect to see it in TV&#039;s, BluRay players, phones, etc which will be Vita software compatible and won&#039;t be using this IP for at least a other 9-18 months. 

They already (almost certainly) have a  Series 6 IP license from Imagination Technologies which will probably be in future console, tablet or laptop chips.]]></description>
