Stuttering issues: This is not a problem within the game but it is related to your PC. Most likely related to your RAM speed and SSD.

Sound issues: Turn up the AI Sound Limit and the Voice Limit.

Controls are not saving: Don’t hit start or enter when the game begins. Use some other button to proceed.
