Besides, the fix to the problem is easy: Buy an Xbox One or PC for mods. I’m a PlayStation fan, never intended to buy an Xbox One, but that’s what I did. Now I can use mods on Xbox One S on F04 and Skyrim: SE and also enjoy all the great PS4 games.

Bethesda does not call the cards and force Sony to bend specifications to suit their business model. Sony have designed the PS4 infrastructure to protect gamers from game hackers and jailbreak piracy. They ensure a minimum level of quality and maintain an eco system for all ages by protecting children from abusive mods.
