no your wrong 3.5GB is reserved for the OS atm. the OS doesnt need that amount obviously BUT the OS is designed like that until Sony free it up. after 5GB it starts hitting virtual memory which means accessing from the hard drive which is extremely slow compared to ram which is why a developer should never touch it. they may free up more in the future but most id say they would ever allow is about 6GB useable. Thing is though you could put higher resolution textures in there BUT the GPU hasnt got enough shaders to render it all in a timely fashoin

Playstation 4 has 8 GB of unified memory and only 1 GB is reserved for the OS, so basically they can manage the memory however they want Example 4 GB ram and 3 GB for the GPU, so yeah it is possible.

Well if its 4GB VRAM for 4K fair enough but then a 670 cant play it really, if its for 1080p and needs 4GB ram for the actual game process not just total system ram then technically it shouldn't run on a console cus the ram requirements leaves only 500MB-1GB ram left for textures. so I think the requirements wont need anything near that. 3GB vram should be enough
