It's not laziness... it's lack time. The scale and scope of the work that went into Unity is too massive to be possible on the previous gen consoles but Ubisoft didn't want to alienate Assassin's Creed fans who have not yet upgraded to the new console generation so their answer was Rogue. It's doubtful that they could have launched Rogue at the same time as Unity if they had taken the additional time and resources to add competitive multiplayer to it. Ubisoft Sofia worked on Rogue entirely by themselves... every other game in the series has been a collaborative effort by several studios working together worldwide. Chances are good that every other studio is already hard at work working on other games... Far Cry, Splinter Cell, more Assasin's Creed titles yet to be revealed, The Division, The Crew, Rainbow Six, Ghost Recon... there is even talk of another Prince of Persia game in development.
