Steam for Linux is currently in beta, and several of Steam's titles are being ported over. That said, Valve's console is likely to be a special-purpose PC equipped with their own closed version of Linux revolving around Steam for Linux. The focus of Valve's console will probably be their digital distribution platform, and will probably not even have a disc drive for physical media. If that is the case, then Valve's console will have a large library of games as soon as its released, regardless of when it's announced, because all Steam for Linux games will automatically work on it. Therefore, there is absolutely NO reason for Valve to even say a word about the console until its ready, and they definitely don't need to announce it a whole year ahead. The next Xbox and Playstation, however, will indeed need to announce several months ahead for the reasons you mentioned.

What would be the market of a PC with a closed Linux distribution when you could buy your own customized PC with a full-featured Windows or Linux distribution? Well, Steam's machine will likely be at a price competitive with the next-generation Xbox or PlayStation, while other gaming PC's of the same power and graphics ability will remain at twice the price at the console's launch. But wouldn't Valve be selling their consoles at a loss? For a while, yes--just as Microsoft and Sony have with their consoles; by maintaining the same hardware specifications for six to eight years, console makers can buy console parts in mass bulk and make a profit over time because of declining hardware costs and software and accessory sales. This will be huge for Steam, as the availability of Steam on an affordable console will expand the market of Steam to both console AND PC gamers.

The Steam Box is not a dedicated console at all. It's a purpose built PC that will run Steam and Big Picture. Think more of an appliance. This isn't a new dedicated platform.
