I pretty much agree with what you are saying except I differ on the assumed fact regarding how many games are refresh rate locked - especially on the One. 
We know the One S struggles and the&#039;ve already implemented dynamic resolution in games for it (to the benefit of everyone-including PS line).
We know the One S has real challenges meeting any decent frame rate (hence the lower res and dynamic info above).
IMO it is more likely that a developer would keep frame rates open for future advancements. Not to mention low caps 30fps create arbitrary limits that would have to be removed later while limiting possibly sequences that can be done at something more than 30 but less than 60.
As for 60fps...they wouldn&#039;t even bother testing that high as the one struggles to get 30fps. Any boost is unlikely to more than double frame rate so they wouldn&#039;t think about it.]]></description>
