Microsoft never said that development needs to target the base system. Just that games must be playable across the X and base system. Several games now are targetting the X as the lead platform and scaling back to meet the needs of the base system.

Engines are very scalable now, so its easier to scale up and back for specific hardware. If a developer targets the most powerful platform, the platforms underneath it receive benefits from it. Which is what is happening now. Look for many games this year and next that take full advantage of the hardware in the X.
