No we’re not.

If they’re both running at the same resolution the Xbox version will have lower framerate, more screen tear, and/or less visual effects, or the PS4 hardware isn’t being pushed.

Any game running on Xbox One can be run with better framerate/resolution/visual effects on PS4.

When it comes to resolution distance to screen size is the biggest factor. You sit close enough on a big enough screen you’re going to see the difference. You sit 2 feet away from a 60 inch screen yeah its easier to see the difference. You sit 8 feet away you’re less likely to see the difference.

I did a test with Metal Gear Sold V, I have a 60″ plasma and I sit about 8 feet away. It was tough to notice the difference between them. Had I not been actively looking for differences, I don’t think I would’ve noticed really noticed much difference.

Framerate on the other hand can be notices regardless of screen size.

I’m a Xbox One owners and even i’d have to admit that most gamers can tell the difference between 720p VS 1080p,

900p VS 1080p most gamers can’t tell the difference

But hey with the 10% GPU boost we’re starting to see frame rate and resolution parity between the Xbox One and PS4 multiplatform games

Damnit I knew I should have bought a smaller TV. At 70_inches some games you can see a difference. Early games. Newer games that difference is so small unless you compare side by side you generally can’t tell which is which unless one of them has a big frame rate problem.
