Other than the first game in the series, the Yakuza franchise has never had English dubs, and Western releases of games have been perfectly serviced with a combination of native Japanese audio and English subtitles. However, it seems like the upcoming Yakuza: Like Dragon might end up launching with an English dub in the West.
This arises from a credit for the game on the official website of PCB Productions, who also handled the English dub for RGG Studios’ previous release, Judgment (via ResetEra). They listed two upcoming Sega titles in their credit list, with the other being Persona 5 Royal. Both it and Yakuza: Like a Dragon have since been removed from their credit list, but you can view a screencap of the same below.
Given that RGG Studios’ games have bee sporting English dubs more often in recent years (Fist of the North Star: Lost Paradise did as well), similar treatment for Yakuza doesn’t sound too far-fetched. Given how excellent the dub for Judgment was, it also makes sense that Atlus would have been more willing to work with the same people on Yakuza: Like a Dragon as well. That said, this is still not officially confirmed, so keep that in mind.
Yakuza: Like Dragon is out for PS4 in a week in Japan, while a western release has also been confirmed for 2020. A more specific launch date hasn’t yet been announced. The first review for the game also recently came in ahead of its Japanese launch, and it was a very positive one- read more o that through here.
