I agree. It could be something like that. Only, Big Boss was Solid Snake's commander in the original Metal Gear. It was only later in the game that the truth was revealed, that Big Boss was actually behind everything and the actual leader of Outer Heaven. He sent a so-called rookie to do the mission, fully expecting him to fail. It was only revealed (ret-conned) in Metal Gear Solid, following from the MSX2 game Metal Gear 2: Solid Snake, that Solid Snake was a clone of Big Boss. Considering the two first canonical games were done on an 8-bit system (the first one was also converted to NES) and they have some inconsistencies with the following canon, they would be ripe for a remake with the Fox Engine.

It's hard to believe that Hayter would be on MGS V as Solid, as Eli is probably Liquid, and they would be 12 y.o. in 1984. Unless it happens like Eethan O'Connell says above.

That's stretching the tweet as far as it could possibly go...
Hayter may end up in the game as the voice of "Snake" not of Big Boss... So if he ends up in the game only expect to see him either at the very end of the game or after the credits roll and you get the telephone conversation that Kojima always likes to put in... This one will be the President ordering a younger, stronger "Snake" to his mission to bring down Big Boss in Outer Haven, setting up the original Metal Gear Solid game. That's it.
