The difficulty in allowing users to modify those things in custom games is finding a way to make an interface that is controller friendly and makes sense.  Also there would be no easy way to test your changes which would require loading the game with players.  Its a feature they could easily add but would be incredibly difficult to make easily work without causing tons of frustrating moments for users.  Its also something barely anyone would ever use so its hard to justify resources ]]></description>
