Stupid xf*g. The TFLOPS value is only the theoretical peak performance. That means that if all the cores are computing something every clock you will get that number of operations per second.

However in real life computing it is impossible to achieve that. You will be fetching data from memory which has quite high latency (IIRC one texture fetch can take up to 800 cycles, but GPUs and drivers have latency-hiding mechanisms in place to avoid waiting), it takes time to switch shaders and resources, there may be bottlenecks elsewhere in the system, etc.

Nvidia probably manages to beat AMD in keeping their cores computing at as much time as possible, which gives Nvidia more actual performance per TFLOPS.

In other words Nvidia TFLOPS are better than AMD TFLOPS even on a console level.]]></description>
