"The ID@Xbox program enables qualified game developers..." --- That could be part of it AND in the FAQ it also tells you: "If we had our way, we’d send everyone developer kits! Currently, we’re hardware-constrained, a fancy way of saying our supply of Xbox One developer kits is limited. We add recipients as fast as we can." --- So apparently they do supply hardware. Probably the XB1 itself. While similar to the retail version it would have differences for testing.

I don't think there is a parity clause on the indie titles anymore. A few games have been released recently that were on PlayStation first and they have nothing new in them.

Ms has relaxed a lot of the restrictions lately which is great for gamers. I'm lucky enough to own both the ps4 and Xbox one so I dont have to worry about missing anything but for those that don't have both being able to get access to more titles is always a good thing.

Imo guys, the parity clause is there to keep undesired developers off. They make "concessions" with the indies they know will make a bang. Phil said that on the 360, while there was a huge indie section (it was bad lol), the games hardly sold anything. Obviously from a bunch of amateurs. My feeling is that they want the Xbox to steer clear of too many unpolished indie games.

If they do get dev kits they also need to get passed the parity clause as this will be released on other platform first.

Probably a lack of communication on the part of whomever at Microsoft and Croteam have to talk to each other to move it forward. It's possible the business people who do this don't even know the developers don't have the kits. The other factor could be hardware. Most companies provide their own hardware that meets the minimum specifications of the development kit so for Microsoft this is probably just a matter of sending out software after the business side is taken care of.

Croteam has been around for a long time but they aren't exactly big time developers. Serious Dam sold fairly well but nothing they have made since has. Their latest games have been severely lacking in both creativity and fun.

I'm sure they will eventuyget Dev kits but honestly they shouldn't be at the top of any list yo receive them.
