The launch trailer contains the following line ‘With Manhattan on lock down and Brooklyn on the brink’ as well as footage of the bridge – it would make sense that you would start the game trying to secure Brooklyn, something goes wrong and you and Faye are injured, and then air lifted into Manhattan, i.e. where the beta starts.

They have already built parts of Brooklyn already, as we saw in the early trailers so it kinda adds up.
