The first DLC pack for Final Fantasy 15, the Holiday Pack (both, the paid and the free versions), is now available to download on Xbox Live and PSN. If you own the Season Pass, you should be able to download both versions of the DLC for free without hassle. You’ll want to download both versions, too, because they don’t have any overlap in what they are offering.
If you don’t own the Season Pass, you won’t be able to download the Holiday Pack Plus, and will instead have to make do with the free version; that said, if you do want the paid version, you can still gain access to it at any time by purchasing the Season Pass.
And how do you know if the Holiday Pack Plus is worth investing in a Season Pass for? Of course, getting a Season Pass will also gain you access to all other DLC packs for the game, too, so it might be worth your while anyway.

- Tech Turbocharger: A device for Noctis that accelerates the tech bar replenishment rate, but freezes the Armiger bar.
