I think if Cyclone and Storm (from X-men) would fight one on one, Cyclone would win hands down, because she has some of the most insane powers I have ever seen. Cyclone has the power of wind manipulation powers which allow her to create dangerous storms and air constructs. She has been through a lot as she helped defeat the Fourth Reich, assisted the Justice League during the Lightning Saga, and fought the Heartbreak Slayer when he attacked Justice Society headquarters.
