Fighting against hordes will net you more Effort Value. Below is a list where you can earn EVs.

Oddish: 1 Special Attack Effort Value, located in Route 119.

Swablu: 1 Special Defense Effort Value, located in Route 115.

Swablu/Lotad: 1 Special Defense Effort Value. located in Route 114.

Zigzagoon/Wingull: 1 Speed Effort Value., located in Route 104.

Whismur: 1 HP Effort Value, located in Rusturf Tunnel.

Shuppet: 1 Attack Effort Value, located in Mt. Pyre.

Sandshrew: 1 Defense Effort Value, located in Route 111.
