If it weren't for the water, the sky in Just Cause 2 would be the true show stealer of the game. With the grappling hook and parachute playing such a major role in the game's style of vertical navigation, it makes sense that the sky would need to look bright and vivid. After all, you're going to be seeing a lot of it.
