There is always that someone that is irresponsible with their pet. The moment you find a dog wandering about the beach of Los Santos, do not assume that it is a stray. There will an owner looking for her dog and walk up to you and ask you if you saw it. If you can’t take care of a pet, you shouldn’t get one in the first place.
