Mafia 2
Much like Bully before it, Mafia 2 is also a rather unique candidate for this list since there isn’t much to do within the open world itself. The main story is all about protagonist Vito Scaletta rising through the ranks of the city’s biggest Mafia families, but apart from that – the open world is mostly barren with little in the name of meaningful side activities. That said, the story itself is pretty interesting with good mission variety, and at the price tag of just $6 on Steam – Mafia 2 is still a great deal.
