In order to upgrade Hinako’s stats as well as increase her Omamori slots in Silent Hill f, requires a requisite amount of both Faith and Ema. The latter can only be acquired in a handful of locations, with several more that are exclusive to New Game+ and New Game++ modes.
This guide for Silent Hill f catalogs every single Ema location to be discovered across multiple playthroughs.
