A poll on the official Ubisoft forums asks players whether they want the smoke bomb in multiplayer or not.
Smoke bomb can blind people during an escape and it is a valuable tool when used properly, and a user who created the poll wrote that the smoke bomb was a hate or love thing among gamers, and asked gamers to vote.
“We would like to ask *you*, our community, to let us know: would you like to see the Smoke bomb return in the multiplayer of Assassin’s Creed IV: Black Flag?”
Smoke bomb doesn’t really make much sense considering the setting of the game, but you never know Ubisoft.
