Speaking of all those villains finally uniting to take down Batman, there has to be a central figure piece to show the masses how to congregate. Arkham Knights figure head is in fact Scarecrow. Finally stepping up rank, Jonathan Crane, aka Scarecrow is out to show the crowd that fear controls all. With a background in creating genuinely agonizing fear toxins that bring out our most deepest anxieties, Scarecrow is a natural selection to wrap up this story and bring it full circle.
