All Xbox One Units Will Be Dev Kits (Eventually?)

Back during the launch of Xbox One, Microsoft promised all Xbox One units will be developer kits as well. After the Xbox One released, developers were quick to find out that their units were not in fact developer kits. Quite a bit of confusion surrounds this point as rumors and comments by a Microsoft engineer stated that the company has decided to drop plans on making Xbox One dev kits. Later Microsoft reassured that the comments were inaccurate but had no further announcements as to Xbox One units becoming a viable dev kit to create video games.
