Okay, so take this with a huge pinch of salt because it seems like all the Half-Life 3 rumours are going to reach a culmination soon. So the latest we hear is that, Half-Life 3 achievements have been outed; the Steam ones i.e.
Looking at the percentages of people who got the achievements, certainly raises some doubts but it could be due to internal testing as well.
The link has been taken down it seems and shows an error. So when that happens, you can be certain that something is cooking.
