67-Frank Horrigan (Fallout 2)
Frank is the main boss in Fallout 2. He is a cyborg homicidal maniac, and if that were not enough he possesses a kind of ultra-super mutant in power armour. Having being able to shrug off plasma rifle fire, and ripping Death Claws and armoured humans in half, Frank is not one to trifle with.
