14-Handsome Jack (Borderlands 2)
This villain does not have superhuman powers but despite joking around, he is incredibly clever and exceedingly ruthless. In a late game mission, Jack says he will pay you to kill yourself. He also enslaves his own daughter in his quest to control the Warrior.
