63. The Ratcatcher

The Ratcatcher made no appearances in the Arkham games, but he was referenced in Arkham Asylum. Otis Flannegan sank into a life of crime and bad hygine. He’s been imprisoned numerous times in his career (he’s a regular in Blackgate penitentiary) for assault, kidnapping, and robbery. Flannegan calls himself The Ratcatcher because of a special trait he was gifted: the ability to communicate with and train rats.
