If you want to play PS4 games, but not on a PS4, you now can- sorta. As announced earlier this year, PS4 games have now been made available on Sony’s PS Now streaming service. This means that you can play PS4 games in the PS Now catalog on devices which support PS Now, including your PC.
Of course, remember, these games are not actually going to be playable natively- they are being streamed, meaning you need to have an appropriate internet connection, and that there will be issues like latency and degraded graphical quality. Still, if you really badly want to play PS4 titles, but for whatever reason don’t want to buy a PS4… well, you now have an answer to your question, I guess.
