ENEMIES WITH TERRIBLE AIM
Common sense dictates that enemies that can actually shoot will and hit their target would be a necessary element in any shooter- but just as important is enemies that intentionally miss. For example, in the Uncharted games, Naughty Dog purposefully design the enemies to make them have 0% accuracy for a few seconds every time you pop out of cover, which is something that helps the flow of shootouts enormously, and actually allows you to get a few good shots in yourself.
