Increased Stealth Tactics

Along with providing optional Mark and Execute opportunities, the next Splinter Cell could use larger maps to allow for different kinds of tactics. Hitman 2 is a good comparison as you have multiple ways to take down targets with different objectives allowing you to use the environment in different ways. Having improved breaching options, incorporating real-time environmental destruction like Rainbow Six: Siege for more entry points and improved CQC would also go a long way towards increasing the stealth possibilities.
