Grand Theft Auto 3 was truly ahead of its time, pioneering a fully detailed 3D open world with roaming NPCs, police systems and activities. Naturally, there were some bugs. After the last one, the supported gang wins the war, and the other disappears from your current game. Unfortunately, this would also cause them to disappear when starting a new game.
