He can do things that no frog should be able to do, but he can’t do the one thing that every frog in the world can. The Frogger games have tried to justify this in a variety of waves- sometimes the currents are too strong (which makes a little bit of sense), while sometimes Frogger is unable to swim because of a tragic accident which nearly drowned him (which makes zero sense).
