While Batman has vowed to never kill, Superman is more of the “prefers not to kill”. He may be an honest to goodness boy scout who’s about justice and morals but sometimes, Superman has to make some tough calls. Who to save, which villain is too dangerous to keep alive, how much property damage is caused from a major fight etc. This would make for a great public approval system where the public’s opinion of Superman could sway depending on his actions. Those on the streets could even react accordingly, either greeting Superman cheerfully or booing him for wrongdoings. If Superman goes full evil, you could probably have other heroes coming in to stop him as well.
