Take a look at the interview (see below) of GameTrailers with Chris Avellone, the senior designer at Bethesda.
Chris talks about how NPC’s can now join you in some of your quests which gives you a sort of co-op feel, because these companions will fight and fight hard, they “have a reason to live ” as Chris stated.
New Vegas will feature new perks and abilities, and a new morality system which impacts on the story and will also enable or unlock certain quests.
