Jordi is the head of the Fixers
We have all seen Jordi since the introduction of Watch Dogs in 2012. Jordi Chin is the head of the fixers, which are assassins of sorts. Jordi is quite skilled with firearms, including high-precision sniper-rifles, he also is capable of staging a crime scenes as well as clean up. It’s quite hard to pin point the character of Jordi, but from what I have seen is that, his role in Watch Dogs will by no means be a small one.
