The CTOS controls almost all the cities information
The CTOS (central operating system) is in total control of most of the cities information, which means, almost any blueprint, CCTV, bio of people is stored there. One question that is frequently asked about the CTOS is who controls the system that controls Chicago. And one fear remains in the minds of authorities, is what if the ctOS falls into the wrong hands of a certain hacker. That would mean that hacker would have unlimited information to bank accounts and other sensitive information.
