If you remember earlier Black Ops 2 was region based. If you were based in India, you would most likely be paired with Indian players even though you had a good connection and an ISP with great routing services.
However, with Black Ops 2, and after a lot of criticism from gamers, Treyarch seems to have changed this. It will be now based on your latency and ping, which means, if you have a decent connection you can play with anyone.
This is something that was a cause for concern because Treyarch and Infinity Ward have been blamed for supporting gamers from popular regions and ignoring people from the less developed ones, so this change is quite big.
