Glitch with police evasion

If you are having trouble evading the cops, then you need not worry because there is a very simple solution to this problem. If the player is surrounded by cops then they can just jump into the water, because the Chicago Police Department appears to have no water patrol police force. So if you get a bounty, make sure you just jump in the water as you can’t be caught. However, beware! The cops can still send a helcipoter behind you.
